Course content
1. Concept and subject matter of constitutional law, its place in teaching legal disciplines, subjects of constitutional law, constitutional relationships. Modern constitution, constitutionality, constitution as organic law, constitutional norms, liability in constitutional law, constitutional disputes, interpretation of the Constitution. 2. Development of the Czech Constitution, features of the constitutional development, phasing of the Czech constitutional development. Constitutional aspects of the separation of Czechoslovakia, continuity and discontinuity in creation of the Czech Republic. 3. Constitution of the Czech Republic, its characteristics, structure, Constitution and Legal System, Collection of Laws, Constitution of the Czech Republic and International Law. 4. Form of Government in the Czech Republic, Constitutional System of the Separation of Powers. 5. Legislative Power, Position of Parliament, its structure, mutual relationships between its two chambers. Legislative Process, Standing Orders of Parliament of the Czech Republic. 6. Electoral system in the Czech Republic. 7. Executive Power, Position of the President of the Republic. Constitutional Position of the Government of the Czech Republic, Czech Republic Ministries, State Attorney's Offices. 8. Judicial Power, Constitutional Concept, Court System. Position and Powers of the Constitutional Court of the Czech Republic. 9. Constitutional Position of the Supreme Control Office and Czech National Bank. 10. Concept of Territorial Self-Government in the Czech Republic, Elections to Local Municipal and Regional Councils. 11. Legal position of the Public Defender of Rights. 12. Charter of Fundamentals Rights and Basic Freedoms, its characteristics and structure. Human Rights and Basic Freedoms, their constitutional grounds. 13. Right to Judicial and Other Legal Protection under the Charter of Fundamentals Rights and Basic Freedoms.

Knowledge
to define position, mission and significance of constitutional law in system of legal regulation to identify elementary constitutional institutions, their reasons of existence, forms and usage in general and particularly in Czech Republic to differentiate models of public power system to recognize various constitutional theories to evaluate the constitutional development of the Czech Republic and to analyze its reflection in present system to analyze the present features of the Czech system and to compare them with existing theories.
