Účelem této práce je přiblížit místní a krajské referendum jakožto právní nástroje, které umožňují ovlivnění určitého stavu věci od té nejnižší úrovně, tedy od lidu. První část práce přiblíží zejména základní právní principy a fungování místního a krajského referenda. V této teoretické části také přiblíží možnosti soudní ochrany. Diplomová práce se zaobírá především místním referendem, a to z dvou různých důvodů. Jedním z důvodů je přímý a jednoznačný dopad na dané území. Druhým důvodem je aktuálně žádné neuspořádané krajské referendum v České republice.

The purpose of this work is to bring the local and regional referendum closer as legal instruments that allow to influence a certain state of affairs from the lowest level, ie from the people. The first part of the thesis focuses mainly on the basic legal principles and functioning of local and regional referendum. In this theoretical part it also describes the possibilities of judicial protection. The thesis deals mainly with the local referendum for two different reasons. One of the reasons is the direct and unambiguous impact on the territory. The second reason is currently no disorderly regional referendum in the Czech Republic.
