Tato práce se zabývá umělou inteligencí a příklady jejího využití ve veřejném sektoru. Díky pandemii Covid-19, byl lidský kontakt omezen na minimum což vedlo k silnějšímu zapojení technologií. Do této doby veřejný sektor otálel v porovnání se soukromým sektorem v rámci rozvoje a zapojení technologií. Práce popisuje vývoj, fungování a možnosti zapojení umělé inteligence ve státní správě, kdy jedním z nejtypičtějších nástrojů jsou chatboti. Jejich možnosti a zkušenosti ze zemí EU během pandemie jsou popsány v druhé části práce. Důvodem je vytvoření představy o tom, jak je možné tento nástroj využít, tak, aby státní správě pomohl a zefektivnil její fungování. Sada několika případů využití chatbota během pandemie v zemích EU je zasazena do dvou typologií chatbotů. První typologie určuje schopnosti chatbota, tedy o jak technicky vyspělou inovaci jde. Druhá typologie určuje, o jaký typ chatbota jde, tedy jaký je jeho význam fungování během pandemie. Cílem je zjistit, zda se jedná o kvalitní řešení, která uspěla a jsou dobrým příkladem k následování. Jednou z výhod chatbota je totiž jeho transparentnost, díky které je toto řešení lehce přenositelné.

This thesis deals with artificial intelligence and examples of its use in the public sector. During the Covid-19 pandemic, human contact was kept to a minimum leading to a stronger involvement of technology. Until this time, the public sector has lagged behind the private sector in technology development and engagement. This thesis describes the development, functioning and possibilities of AI engagement in public administration, with chatbots being one of the most typical tools. The possibilities and experiences of chatbots from EU countries during the pandemic are described in the second part of the thesis. The reason for this is to create an idea of how this tool can be used to help the public administration and make it more efficient. A set of several cases of chatbot use during a pandemic in EU countries is set in two typologies of chatbots. The first typology determines the capabilities of the chatbot, i.e. how technically advanced the innovation is. The second typology determines what type of chatbot it is, i.e. what is the importance of its functioning during a pandemic. The goal is to determine whether these are quality solutions that have succeeded and are good examples to follow. Indeed, one of the advantages of a chatbot is its transparency, which makes the solution easily transferable.
