Spolupráce s Ruskou federací na budování plynovodu Nord Stream (případová studie)
Některé politické kroky vlády G. Schrödera, která vzešla ze spolkových voleb v roce 1998, znovu oživily diskuzi, zda v zahraniční politice SRN přvládá změna nebo kontinuita. Jedním z argumentů, který využívali zastánci změny, bylo také bilaterální strategické partnerství, které se mezi Německem a Ruskem rozvíjí po roce 2000.
Práce se zabývá německo-ruským stratgickým partnerstvím, které je primárně založeno n energetických surovinách. Rusko disponuje největšími zásobami zemního plynu na světě, Německo je největším spotřebitelem ruského plynu v Evropě. Mezi německými a ruskými energetickými společnostmi je navíc úzké personální i majetkové propojení. Případová studie věnovaná Nord Streamu je ilustrací této vzájemně výhodné spolupráce. Plynovod zvýší závislost Německa na ruském plynu. Hodnocení této závislosti závisí na tom, zda Rusko chápeme jako spolehlivého partnera či nikoli. Vzhledem k tomu, že dodávky plynu do Německa představují čtvrtinu celkového exportu ruskho plynu do Evropy,je zřejmé, že závislost je vzájemná. Příklad Nord Streamu ukazuje rozrůzněnost zájmů zemí v rámci EU-27. Proto je pravděpodobné, že bilaterální německo-ruské partnerství se bude nadále rozvíjet.

After the federal elections in 1998, some political decisions of the new government under the chancellor G. Schröder revived the discussion about change or continuity in the German foreign policy. One of the arguments used by the proponents of change was the strategic partnership that has developed between Germany and Russia since 2000. The paper analyses the German-Russian strategic partnership which is mainly based on energy affairs. Russia has the biggest reserves of natural gas in the world, and Germany is the biggest consumer of Russian natural gas in Europe. What´s more, there is a high personal and property interconnection between the German and Russian energy companies. The case study concerning the Nord Stream pipeline illustrates the cooperation of mutual advantage. The pipeline heightens German dependence on Russian gas. Whether it is seen as negative depends on whether Russia is considered a reliable partner. Since gas exports to Germany represent one quarter of Russian gas exports to Europe, it is obvious that the dependence is mutual. The case of Nord Stream makes it clear that there is a high diversity of interests within the EU-27. On this background, it is highly probable, that the German-Russian partnership will further develop.
