Práce se věnuje vzniku postu stálého předsedy Evropské rady, který založila lisabonská smlouva v roce 2009. V první části práce zmiňuje historický kontext vzniku Evropské rady jako instituce a její fungování před přijetím lisabonské smlouvy. Práce se dále věnuje debatě, která předcházela vznik funkce stálého předsedy, zmiňuje očekávání a obavy spojené s volbou prvního stálého předsedy. Dále práce popisuje pravomoci a povinnosti předsedy podle smluv. Práce si dává za cíl odpovědět na otázku, zda předseda Evropské rady hraje roli pouhého mluvčího bez většího politického vlivu, nebo zda je opravdovým lídrem Evropské unie. Toho je v práci docíleno analýzou mediálních výstupů dosavadních předsedů.

The thesis deals with the post of the full-time President of the European Council, which established the Treaty of Lisbon in 2009. The first part of the thesis presents the historical context of the establishment of the European Council as an institution and its functioning before the adoption of the Treaty of Lisbon. This work is also devoted to the debate that preceded the establishment of the full-time President post, the expectations and concerns related to the election of the first President. Further, the thesis describes the powers and responsibilities of the President under the Treaties. The paper aims to answer the question of whether the President of the European Council plays the role of only a spokesperson without greater political influence or whether he is the real leader of the European Union. This is attained by analyzing the media outcomes of the current presidents.
