Cílem této bakalářské práce je analýza vlivu Lisabonské smlouvy na změnu v charakteru spolupráce členů Evropské unie v oblasti společné zahraniční a bezpečnostní politiky (SZBP). V rámci této společné politiky je základní formou vzájemné spolupráce ustaven mezivládní charakter spolupráce. Objevuje se však výklad, že smlouva vede k výraznému omezení suverenity jednotlivých členských zemí, protože jsou kompetence národních parlamentů přesunuty na orgány Evropské unie. Práce se tak zaměřuje na prvky smlouvy v oblasti SZBP a zkoumá, zda je zde jednotlivým státům omezeno vykonávání jejich suverénních práv. Práce dále předkládá tezi, že Evropskou unii lze považovat za organizaci kolektivní bezpečnosti. Klade si tak za cíl toto hypotetické tvrzení potvrdit a poukázat na vliv změn zavedených Lisabonskou smlouvou na formování organizace tohoto typu.

The objective of this work is to analyse the influence of changes, brought by the Treaty of Lisbon, on cooperation among the members of the European Union (EU) in the field of common foreign and security policy (CFSP). Intergovernmental cooperation is established as fundamental process of decision making in CFSP. After the enactment of the treaty, there developed an interpretation that the Treaty of Lisbon brings great restrictions of members´ sovereignty because the competencies of national parliaments are transferred on the EU institutions. This work focuses on elements of the Treaty of Lisbon in the field of CFSP and examines, whether the treaty limits performance of sovereign rights of individual member states, or not. Furthermore, the bachelor thesis offers the proposition that the European Union can be regarded as an organization of collective security. The second objective is therefore to approve this proposition and to evaluate the influence of changes made by the treaty on shaping of the organization of collective security.
