Cílem této diplomové práce byl rozbor debaty o kosmické tříšti v OSN vedoucí k vytvoření Směrnic UNCOPUOS pro snížení množství kosmické tříště s ohledem na teorii Thomase Loyi a Johna Boliho zachycující vlastnosti aktérů podílejících se na vytváření technických standardů a s ohledem na teoretický rámec Kennetha Abbotta a Duncana Snidala popisujícího samotný proces vytváření technických standardů. Vzhledem k tomu, že téma kosmické tříště bylo do OSN vneseno prostřednictvím vědeckých a profesních organizací a další debata o konkrétní podobě Směrnic UNCOPUOS pro snížení množství kosmické tříště probíhala v rámci UNCOUPUOS a UNOOSA zejména mezi vědeckými a profesními organizacemi a kosmickými agenturami a hlavním požadavkem vědeckých a profesních organizací bylo zejména snížení množství kosmické tříště, zatímco kosmické agentury kladly důraz především na ekonomickou efektivitu navrhovaných doporučení, je možné debatu o kosmické tříšti v OSN označit za debatu vedoucí k vytvoření technických standardů.

Main purpose of this master thesis was analyse of political discussion in UN relating to space debris problem that was terminated by approval UN-Space Debris Mitigation Guidelines in United Nations General Assembly in 2007. Principal assumption of this master thesis was fact that discussion about space debris problem in United Nations Committee on the Peaceful Uses of Outer Space and United Nations Office for Outer Space Affairs corresponds to process of creating technical standards. This assumption is evaluated via theory relating to international standardization by Thomas Loya and John Boli describing main characteristics of actors participating in technical standardization and via theoretical concept Kenneth Abbott and Duncan Snidal describing process of technical standardization. Author of this master thesis identified four principal actors participating in the debate about space debris in UN International Astronautical Federation, Committee on the Peaceful Uses of Outer Space, Inter-Agency Space Debris Coordination Committee and European Space Agency. Conclusion of this diploma thesis was finding that topic of space debris problem was introduced by scientists, especially astronomers and technical researchers from space agencies. Space agencies also participated in the debate about space debris problém from 1980s. Debate relating approval UN-Space Debris Mitigation Guidelines in United Nations General Assembly is possible to label as debate correspond to theory Thomas Loya and John Boli, respectively Kenneth Abbott Duncan Snidal describing creation process of technical standards.
